The Independent National Electoral Commission (INEC) has intensified preparations for the 2027 General Election with the inauguration of a multi-agency Electoral Logistics Committee tasked with ensuring the timely and secure distribution of election materials across the country.

INEC Chairman, Prof. Joash Amupitan, SAN, inaugurated the committee on Thursday, October 15, 2026, at the Commission’s headquarters in Abuja, stressing that no eligible Nigerian should be denied the opportunity to vote because of delays in the arrival of election materials.

Amupitan described the inauguration as an important step towards ensuring that the 2027 elections are conducted efficiently, transparently and credibly, noting that logistics remains one of the most demanding aspects of election management.

He explained that the Commission adopted a multi-agency approach because of the complexity of transporting personnel and election materials across Nigeria’s diverse geographical terrain.

Rear Admiral Jamila Malafa (rtd), an INEC National Commissioner, was named chairperson of the committee. Its membership includes representatives of military and paramilitary institutions, security agencies, transportation organisations and other relevant government bodies.

According to the INEC chairman, the committee’s composition reflects the Commission’s determination to make election logistics a national priority requiring specialised expertise, effective coordination and strategic planning.

He said the credibility of an election depends significantly on whether polling units are adequately equipped and ready to receive voters at the scheduled time.

Amupitan explained that election logistics involves the transportation of sensitive and non-sensitive materials by road, air and water, making advance planning essential to preventing operational failures.

The committee is expected to assess the Commission’s overall logistics requirements for the 2027 elections and develop a comprehensive framework for the storage, distribution, deployment and retrieval of election materials.

It will also inspect warehouses, vehicles, transport hubs, airports and seaports to determine their readiness, identify operational weaknesses and recommend appropriate corrective measures.

Other responsibilities include monitoring compliance with approved logistics schedules, identifying transportation bottlenecks, addressing potential shortages and security threats, and coordinating the secure movement of election materials across the country.

The committee will further collaborate with government agencies, transport unions, INEC departments and state offices, while submitting periodic reports and recommendations to the Commission.

Amupitan emphasised that Nigeria’s geographical diversity, ranging from the creeks of the Niger Delta to the arid northern regions, requires a flexible and resilient logistics strategy capable of responding to weather conditions, difficult terrain and security challenges.

He described the 2027 General Election as a long-term national assignment that demands early preparation rather than last-minute arrangements.

In her remarks, Malafa said effective logistics management was fundamental to electoral integrity and public confidence in the democratic process.

She explained that the committee would develop a strategic operational plan informed by lessons from previous elections, with the objective of eliminating critical vulnerabilities and ensuring the smooth deployment of logistics equipment.

She listed airlift planning, cargo handling, storage facilities, vehicle availability and transportation coordination among the committee’s priorities.

The committee will also coordinate the movement of personnel and materials to local government areas, including riverine communities, while developing special arrangements for difficult terrain and security-challenged locations.

Malafa added that the committee would consider establishing specialised subcommittees to handle air, land and maritime transportation, storage and security operations.

She stressed that successful implementation would depend on effective collaboration among participating agencies and the provision of clear operational schedules by INEC.

The inauguration was attended by representatives of the Nigeria Police Force, Nigerian Correctional Service, Central Bank of Nigeria, Nigerian Civil Aviation Authority, Federal Airports Authority of Nigeria, Nigerian Ports Authority, Nigeria Security and Civil Defence Corps and Nigeria Customs Service.

Representatives of the Nigerian Union of Road Transport Workers, the Nigerian Association of Road Transport Owners and the Maritime Workers Union of Nigeria were also present.
