MOWCA: West and Central Africa’s Maritime Powerhouse- Dr Adalikwu

The Maritime Organisation of West and Central Africa (MOWCA) is solidifying its position as a driving force for Africa’s maritime integration, according to Dr. Paul Adalikwu, Secretary-General of MOWCA. With 25 member states, MOWCA is working to redefine the continent’s maritime future through strategic reforms and partnerships.

Key Initiatives that has taken take the organization to next level include:
– Maritime Security: MOWCA is working with member states to improve maritime security, particularly in the Gulf of Guinea, through initiatives such as the implementation of the ISPS Code and the acquisition of naval equipment.
– Decarbonization: MOWCA is promoting decarbonization and energy transition in maritime transport, recognizing the need for proactive measures to address climate change.
– Women’s Participation: MOWCA is encouraging women’s participation in the maritime sector, with a growing number of women in senior roles within maritime administrations and companies.

On Challenges and Opportunities the Organization listed the following:
– Compliance with International Conventions: MOWCA faces challenges in ensuring compliance with international conventions on shipping and environmental protection.
– Funding: The lack of funding hinders the development of the maritime sector, leading to capital flight and limited ship ownership.
– Infrastructure: Inadequate port infrastructure inherited from the colonial era requires upgrading to meet current technological trends.

The Secretary General of MOWCA enumerated its Vision which are
– African Maritime Organisation: MOWCA aims to transform into the African Maritime Organisation (AMO) to promote continental maritime development and cooperation.
– Regional Maritime Development Bank: MOWCA is working to establish a Regional Maritime Development Bank to provide funding for maritime infrastructure improvements.

“MOWCA is poised to play a crucial role in shaping the maritime sector in West and Central Africa, with a focus on maritime security, decarbonization, and women’s participation. With its strategic priorities and initiatives, MOWCA is working to create a more sustainable and prosperous maritime industry for the region”, stated in his interview with This Day Newspaper.
