CISLAC Pays Tribute to Late President Buhari, Reflects on Legacy of Discipline and Leadership Lessons

The Civil Society Legislative Advocacy Centre (CISLAC) has paid tribute to former Nigerian President Muhammadu Buhari, following the announcement of his passing.
In a statement released on Sunday, CISLAC Executive Director and Head of Transparency International Nigeria, Comrade Auwal Musa Rafsanjani, extended condolences to the nation and the late president’s family, describing Buhari’s legacy as one marked by civic discipline, leadership lessons, and mixed outcomes in governance.
Rafsanjani noted that Buhari would be remembered for his early leadership as a military head of state, particularly for launching the War Against Indiscipline (WAI) initiative. “During that time, people began to observe greater order coming to work on time, queuing properly, respecting national symbols, and flying the Nigerian flag in public places. It was a period that instilled civic responsibility and patriotism,” he recalled.
However, the CISLAC chief also acknowledged that Buhari’s military regime was criticized for human rights violations, a legacy that remained part of public discourse even after his return to democratic power in 2015.
Buhari’s democratic election after several attempts was met with high expectations from Nigerians who hoped for meaningful reforms, especially in the areas of anti-corruption, security, and economic development. “He came into office with noble goals and enjoyed wide support both locally and internationally,” Rafsanjani said. “But over time, especially during his second term, public confidence declined, with many citizens feeling that the much-anticipated reforms were not fully realized.”
Rafsanjani pointed to internal political dynamics and the influence of key figures within Buhari’s administration as possible constraints on his performance. “This presents a key lesson: leadership must go beyond intentions. It requires effective execution, transparency, and the ability to overcome institutional and political hurdles,” he added.
Reflecting on Buhari’s role in shaping national conversations around anti-corruption and discipline, CISLAC emphasized the importance of strong civic values in governance and urged present and future leaders to prioritize national interest above personal or political gain.
