AfDB Appoints Festus Keyamo Champion of Africa’s Aviation Revolution, Launches $7 Billion Integrated Programme

The African Development Bank (AfDB) has appointed Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, as African Champion for the newly launched $7 billion Integrated Aviation Transformation Programme for Africa (IATP), in a move expected to reshape the continent’s aviation sector.

The appointment places Nigeria at the centre of a major continental aviation reform initiative focused on infrastructure modernization, regional connectivity, safety enhancement, and increased investment in Africa’s air transport industry.

Speaking on the development, Keyamo described the appointment as a historic responsibility aimed at accelerating Africa’s integration into the global aviation economy through strategic investments and coordinated reforms.

According to the Minister, the AfDB selected him to lead advocacy and implementation efforts for the IATP, a continental financing platform designed to mobilize private, institutional, and concessional funding for aviation development projects across Africa.
“This is not merely a title; it is a call to action,” Keyamo said. “It is a responsibility to drive tangible and transformative aviation projects that will redefine connectivity, safety, efficiency, and economic growth across Africa.”

He disclosed that the formal signing of the Letter of Intent between the AfDB and the Federal Government of Nigeria would take place on May 28, 2026, during the Bank’s Annual Meetings in Brazzaville, Republic of Congo.

Keyamo noted that the appointment reflects growing international confidence in Nigeria’s aviation reform agenda and acknowledges ongoing policy initiatives under the Federal Ministry of Aviation and Aerospace Development.

He stressed that Africa remains significantly underrepresented in global aviation despite accounting for nearly 18 per cent of the world’s population while contributing less than 3 per cent of global air traffic.
“This imbalance is unacceptable and must change,” he stated.

As Champion of the programme, the Minister will spearhead continental advocacy, promote policy alignment among African countries, and support the deployment of the $7 billion investment package targeted at modernizing airports, improving operational efficiency, and strengthening regional air connectivity.

Keyamo further stated that Nigeria would serve as a model and catalyst for the programme by leveraging its large aviation market, ongoing sectoral reforms, and increasing investor confidence to attract early-stage investments.
“This appointment is a testament to what intentional leadership can achieve,” he added. “I accept this challenge not only on behalf of Nigeria but for every African nation yearning for seamless, safe, efficient, and world-class aviation services.”

The Minister maintained that the development underscores Nigeria’s growing influence within the global aviation community and signals a new phase in Africa’s aviation transformation efforts.
