Nigeria Receives 20-Year Aviation Master Plan from ICAO in Morocco

Nigeria has officially taken delivery of its long-awaited Civil Aviation Master Plan (CAMP), a 20-year strategic roadmap aimed at transforming the country’s aviation sector.
The Minister of Aviation and Aerospace Development, Festus Keyamo, received the document from the International Civil Aviation Organization (ICAO) during the opening session of the ICAO Global Implementation Support Symposium in Marrakech, Morocco, on April 14, 2026.
According to a statement issued by the Minister’s Special Adviser on Media and Communications, Tunde Moshood, the development marks a turning point for Nigeria’s aviation industry.
“The presentation of the landmark document marks a major milestone in Nigeria’s aviation sector, signaling a bold and structured pathway for the industry’s transformation over the next few decades,” Moshood stated.
The Minister also participated in a Ministerial Round Table at the symposium, where he spoke on the “Future of Aviation Workforce in Nigeria,” emphasizing ongoing efforts to address skills gaps within the industry.
Moshood noted that the master plan, which spans 2025 to 2045, aligns with Nigeria’s National Development Plan and broader economic objectives, providing a coherent framework for sustainable aviation growth.
He explained that the CAMP focuses on critical areas such as infrastructure modernization, deployment of advanced technologies including unmanned aerial systems, and the transformation of airports into aerotropolis hubs to drive economic activities and job creation.
“The CAMP is underpinned by sustainability and innovation, with a strong focus on human capital development, building a highly skilled and future-ready workforce across all segments of the aviation industry,” he added.
The statement further highlighted Nigeria’s commitment to maintaining a zero-fatality aviation environment through strict compliance with international safety and security standards, while also creating investment opportunities in key areas such as Maintenance, Repair and Overhaul (MRO) facilities and modern cargo terminals.
Moshood stressed that the unveiling of the plan at the global symposium underscores Nigeria’s increasing alignment with international best practices and its growing visibility in global aviation circles.
The International Civil Aviation Organization continues to support Nigeria’s aviation modernization efforts through its global standards and regulatory frameworks.
