OHCSF Approves NIMC Scheme of Service, Boosting Institutional Reforms

The Office of the Head of the Civil Service of the Federation (OHCSF) has approved the National Identity Management Commission (NIMC) Scheme of Service, marking a major milestone in the Commission’s institutional development and workforce management framework.

The approval, described as the first of its kind for NIMC, is expected to strengthen the Commission’s operational efficiency by providing a clear structure for staff career progression, organisational growth, and professional development.
According to a statement issued by NIMC’s Head of Corporate Communications, Dr. Kayode Adegoke, the achievement reflects the ongoing reforms being championed by the Director-General and Chief Executive Officer of the Commission, Engr. (Dr.) Abisoye Coker-Odusote.

The statement noted that the new Scheme of Service aligns with the DG’s five-point agenda and supports the Federal Government’s Renewed Hope Agenda by promoting institutional excellence and human capital development.

Under the approved framework, staff cadres, promotion pathways, organisational structures, job functions, qualification requirements, and professional standards are clearly defined in line with Public Service Rules and international best practices.

Speaking during the formal presentation of the approval, Mr. Imirhe Gabriel Nwagolo, Deputy Director, Scheme of Service, Organisational Design Department at the OHCSF, commended NIMC for its commitment to excellence, noting that the Commission is among a select number of federal agencies to secure approval for a dedicated Scheme of Service.

Responding on behalf of the Director-General, the Head of Human Capital Management at NIMC, Mrs. Rhoda Jackden, expressed appreciation to the OHCSF for the approval, describing it as a significant milestone in the Commission’s growth and development.
She reaffirmed NIMC’s commitment to the effective implementation of the Scheme to enhance service delivery and staff productivity.

The approved Scheme of Service also introduces new Enrolment, Card, and Commercial Cadres, expanding the Commission’s workforce structure to better support its mandate of identity management and digital inclusion across the country.

NIMC said the development would further position the Commission as a modern, efficient, and globally competitive institution capable of meeting emerging demands in identity management and related services.
