The Chairman of the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC), Dr. Mohammed Bello Shehu, OFR, has called for stronger accountability, discipline and professionalism among staff to improve productivity and institutional service delivery.
Shehu made the call in his opening address at a two-day roundtable on Performance Management and Discipline organised for members of the Commission’s Personnel Matters Committee (PMC) at Chelsea Hotels from October 13 to 14, 2026.
Represented by Hon. Ntufam Eyo-Nsa Whiley, Federal Commissioner representing Cross River State and Chairman of the PMC, the RMAFC chairman described performance management as a strategic tool for enhancing individual and organisational effectiveness.
He explained that effective performance management enables institutions to establish clear expectations, monitor progress, identify capacity gaps, reward excellence and address underperformance.
He also emphasised the importance of discipline in maintaining ethical standards, promoting responsible conduct and ensuring compliance with established rules.
Shehu noted that the Personnel Matters Committee plays a critical role in strengthening the Commission’s internal administrative systems.
He urged participants to develop practical strategies for improving performance appraisal, handling disciplinary matters and managing confidential personnel records in accordance with the Public Service Rules and the Public Service Performance Management System.
“The ultimate measure of this roundtable will not be the quality of the presentations alone, but the extent to which the knowledge gained translates into improved workplace conduct, stronger accountability and better institutional performance,” he stated.
Also speaking at the event, the Vice Chairman of the PMC and Federal Commissioner representing Plateau State, Hon. Sa’ad Ibrahim Bello, underscored the need for continuous monitoring of staff activities and achievements to determine whether individual and organisational targets were being met.
He stressed the importance of equipping personnel managers with the skills to set clear goals, establish measurable performance indicators and conduct objective staff assessments.
Similarly, the Deputy Director and Head of Training and Capacity Building at RMAFC, Mr. Haruna Umar, described the programme as a timely initiative aimed at strengthening staff performance management and improving service delivery.
The Chief Executive Officer of Future Vision Possibilities Ltd, the consulting firm facilitating the programme, said the engagement was designed to refresh participants’ knowledge and introduce practical approaches to performance management and discipline.
He also recommended that future capacity-building programmes focus on governance, committee procedures, strategic decision-making, meeting efficiency and report writing.
Other members of the committee who attended the event included Omowumi Olubunmi Ogunlola, Federal Commissioner representing Ekiti State; Hon. Mohammed Kabeer Usman, Federal Commissioner representing Gombe State; Amb. Ayuba Ngbako, Federal Commissioner representing the Federal Capital Territory; and Hon. Aruviere Egharhevwa, Federal Commissioner representing Delta State.
The two-day roundtable featured sessions on performance management, SMART goal-setting, employee engagement, appraisal practices, discipline, communication and emotional intelligence.
Participants also examined committee administration, including agenda preparation, minute-taking, records classification and decision tracking.
The programme forms part of RMAFC’s efforts to strengthen institutional capacity and promote a professional, disciplined and results-oriented workforce.
