Bayelsa Moves to Strengthen Electricity Market as BYERA Holds Stakeholders’ Meeting

The Bayelsa State Electricity Regulatory Agency (BYERA), has intensified efforts to establish a transparent and investor-friendly electricity market with the convening of a stakeholders’ meeting on the proposed Licensing and Market Entry Regulations, 2026.
The meeting, held in Yenagoa, brought together electricity operators, investors, consumer groups, civil society organisations and government officials to deliberate on the framework that will guide the operation of Bayelsa’s emerging intrastate electricity market.
Speaking during the engagement, officials of BYERA said the consultation was aimed at ensuring that the proposed regulations reflect the interests of consumers while creating a stable environment capable of attracting private sector participation into the state’s power sector.
Discussions centred on licensing procedures, market entry requirements, consumer protection mechanisms, compliance standards, metering obligations and enforcement provisions for operators seeking to participate in the state electricity market.
The agency noted that the stakeholder consultation forms part of broader reforms by the Bayelsa State Government to reposition the electricity sector following ongoing investments in power infrastructure across the state.
Participants at the meeting also examined strategies for ensuring reliable electricity supply, fair pricing, improved service delivery and stronger regulatory oversight as Bayelsa moves toward a more independent electricity market structure.
BYERA maintained that the development of a clear regulatory framework would enhance investor confidence, support energy access and promote sustainable electricity distribution in communities across the state.
The meeting comes amid ongoing efforts by the administration of Governor Douye Diri to expand electricity generation and distribution capacity in Bayelsa through public and private sector collaboration.
