Anambra Governorship Election: Observers, Commend INEC’s Early Start, as CDD- West Africa Raises Concerns Over BVAS Failure, Vote Buying

The Centre for Democracy and Development (CDD-West Africa), has expressed concerns over the conduct of the 2025 Anambra Governorship election, citing issues with voter apathy, vote trading, and gaps in institutional preparedness.
-72.2% of polling units opened on time, with 19.5% opening between 8:30 am and 9:00 am. 5.4% of polling units experienced significant delays, with officials arriving after 10:00 am.
BVAS machines experienced failures in some instances, with issues reported in Anaocha LGA, Idemili South LGA, and Nkpor Ward 2.
Security personnel were present at 87.3% of polling units, with 12.7% recording no security presence.
Vote buying and trading were observed in high-density polling clusters, with agents offering up to ₦10,000 and ₦5,000, respectively.
Voter turnout was low, especially among young voters in urban centers.
CDD recommended that INEC should ensure timely deployment of voting materials and BVAS technology; Security agencies should provide adequate and competent security coverage to all polling units; Political parties should avoid vote buying and maintain peaceful conduct and Citizens should remain vigilant and report any irregularities.
The CDD-West Africa said it will continue to monitor the collation process and provide updates as necessary.
