NCC Introduces New Licensing Framework for A2P Messaging

The Nigerian Communications Commission (NCC), has taken a significant step towards regulating the Application-to-Person (A2P), messaging space in Nigeria. Today, the Commission hosted a virtual Stakeholders’ Forum to discuss the proposed A2P Messaging Licensing Framework.
The new framework aims to address challenges such as consumer protection, fraud prevention, and ensuring industry fairness. According to Dr. Aminu Maida, Executive Vice Chairman/CEO of NCC, “A2P messaging plays a vital role in today’s digital world, and it’s essential we regulate it to protect consumers, promote fair competition, and unlock new opportunities for growth.”
Key Highlights of the Proposed Framework:
– License Fee: N10,000,000 Naira
– Tenure: 5 years (renewable)
– Market: Open to competition with provisions for fair practices
– Eligibility Criteria: Registered Corporate Body in Nigeria, Contract Agreement with a Host Network Operator or National Carrier, and Proof of Financial Capabilities
– Technical and Security Requirements: Capacity to integrate with local MNOs, route A2P messages through a centralized SMS firewall, and implement systems for fraud detection, data protection, and encryption
The NCC believes that this framework will foster a secure and regulated ecosystem, promoting economic growth while protecting consumers and businesses. The Commission will continue to engage stakeholders ahead of the final draft of the A2P Messaging Services Licensing Framework.
