NiMet Management Responds to Unions’ Threat of Industrial Action
Oru Leonard
The management of the Nigeria Meteorological Agency (NiMet) has responded to the threat of industrial action by three unions: National Union of Air Transport Employees (NUATE), Amalgamated Union of Public Corporations, Civil Service Technical and Recreational Services Employees (AUPCTRE), and Association of Nigeria Aviation Professionals (ANAP).
Key Points from Management’s Response
- Agreement/Communique of 28th January 2025: Management claims to have engaged relevant government agencies to address issues raised by the unions and are awaiting responses or approvals.
- Negotiated Condition of Service: Management asserts that the Conditions of Service document has been forwarded to the Ministry for processing and denies any foul play, stating that the Director-General/CEO even added allowances not negotiated for.
- Feedback on Key Issues:
- 25-35% wage award: Approved by the Director, Budget Office, but awaiting fund availability.
- A month balance of 2019 Minimum Wage: Also approved, pending payment due to fund constraints.
- 30 names omitted from the 2019 Minimum Wage Payment: Management claims these issues have been addressed and are awaiting payment.
- Salary Relativity: Management is working with the Honourable Minister to improve staff working conditions, despite the union’s inability to find a document referencing the adoption of NAMA’s salary structure for NiMet.
- Continuous Staff Training: Management affirms that staff training is ongoing and systematic, with approval secured for training other salary grade levels.
- Peculiar Allowance: NiMet is not entitled to this allowance, as other allowances (Professional, Proficiency, Hazard, and Wardrobe Allowances) have been approved instead.
Management’s Stance
Management expresses its commitment to harmonious working relationships and dialogue, extending an invitation to the unions to clarify perceived g
rey areas. They emphasize efforts made to address union concerns, citing the Director-General/CEO’s approval and payment of Conditions of Service Allowance for the quarter. Management also highlights the pursuit of an upward review of Cost Recovery (IGR) to improve staff welfare.
