Countries to Review First Global Biodiversity Progress Report Ahead of COP17

Countries meeting under the Convention on Biological Diversity (CBD) are set to review the first global progress report on the implementation of the landmark 2022 Kunming-Montreal Global Biodiversity Framework and negotiate recommendations that will shape decisions at the 17th Conference of the Parties (COP17) in Yerevan, Armenia, later this year.
The review marks the first comprehensive assessment of how governments are implementing the historic biodiversity agreement adopted in 2022, which commits nations to halt and reverse biodiversity loss by 2030 through 23 global targets, including protecting 30 percent of the world’s land and oceans.
The draft report draws on 129 national reports, more than 160 national biodiversity targets, updated National Biodiversity Strategies and Action Plans (NBSAPs), and scientific assessments to provide the first global picture of collective progress. It is expected to serve as the principal evidence base for negotiations at COP17.
Delegates will also negotiate recommendations on implementation, monitoring, financing, and technical measures aimed at accelerating action before the 2030 deadline. Discussions are expected to identify key gaps in implementation and propose stronger international cooperation to address biodiversity loss.
Early findings indicate that while many countries have strengthened biodiversity commitments and planning, global progress remains insufficient to achieve the Framework’s 2030 goals without significantly faster implementation, increased financing, and broader collaboration among governments, businesses, Indigenous Peoples, and civil society.
The recommendations emerging from the negotiations will be submitted to COP17, where governments are expected to agree on measures to accelerate global biodiversity action and strengthen accountability for delivering the world’s shared commitments to protect nature.
