Aviation Expert Engr. Joshua Keftin Amuga Strongly Endorses Retention of Minister Festus Keyamo for Continued Aviation Reforms Amid Cabinet Reshuffle

In light of the anticipated cabinet reshuffle by President Bola Ahmed Tinubu, renowned aviation expert Engr. Joshua Keftin Amuga has reiterated his call for the retention of the Honourable Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, CON, FCIArb (UK). Drawing from Keyamo’s extensive track record of transformative initiatives, Amuga emphasizes the need for continuity to sustain Nigeria’s aviation sector’s remarkable progress.

“Minister Keyamo’s leadership has been nothing short of exemplary, with a series of awards and milestones in 2025 alone underscoring his impact,” said Amuga. “From hosting international events to securing prestigious recognitions, his efforts have elevated Nigeria’s global standing in aviation. In the spirit of aviation politicking—fostering collaborations and driving policy reforms—retaining him is essential for our nation’s continued ascent.

“Since his appointment in August 2023, Keyamo has implemented reforms that have propelled the sector forward. Nigeria’s adherence to the Cape Town Convention has boosted its aviation rating from 40% to about 80%, clearing 98% of blocked airline funds worth $850 million and facilitating aircraft leasing opportunities. The country now leads Africa in compliance with global aviation standards, with improved safety and infrastructure.

Keyamo’s influence extends to key institutions. At the African Aviation & Aerospace University (AAAU) in Abuja, he has secured support from the Tertiary Education Trust Fund (TETFund) for infrastructure and training, positioning it as a center for specialized education. The Nigerian Airspace Management Agency (NAMA) achieved ISO 9001:2015 certification under his oversight, enhancing air traffic management and efficiency, Deployment of Advance Airspace Management Systems Automatic Dependent Surveillance Broadcast (ADS-B). Reforms at NAMA and the Nigeria Civil Aviation Authority (NCAA) include terminal upgrades, lighting improvements, and apron expansions.

The Nigerian College of Aviation Technology (NCAT) in Zaria has seen significant advancements, attaining Platinum Member status in the ICAO TRAINAIR PLUS Programme, with upgraded simulators and expanded training programs. Keyamo’s June 2024 visit to NCAT highlighted his dedication to decentralizing operations and improving facilities.

Internationally, Keyamo’s diplomatic efforts have yielded results. His August 2025 visit to Boeing’s headquarters in South Carolina led to a Memorandum of Understanding (MoU) for a Maintenance, Repair, and Overhaul (MRO) facility in Nigeria. At the 42nd ICAO Assembly in Montreal in September 2025, he advocated for Nigeria’s re-election to the ICAO Council, presenting sectoral achievements to global delegates. Engagements with the Turkish Ambassador on aviation security, a visit to Asfaar Group’s headquarters in August 2025 for infrastructure collaboration, and preparations for the inaugural Nigeria International Air Show in December 2025 have further strengthened ties. Nigeria is slated to host the Airports Council International (ACI) Africa conference in 2026.

Expanded Bilateral Air Service Agreements (BASAs) with nations like the UAE, Jamaica, Namibia, and Canada have enabled new routes, such as Air Peace’s Lagos-London service. Keyamo’s five-point agenda—focusing on safety, airline support, infrastructure, human development, and revenue—projects passenger growth from 15.8 million in 2023 to 25.7 million by 2029.

Recent highlights from Keyamo’s public engagements further bolster his record. In 2025, he received the Distinguished Award for Excellence in Aviation Sector Reforms at the Nigeria Excellence Awards in Public Service (NEAPS), presented by President Tinubu. He was also honored as Nigeria Aviation Icon of the Year at the Nigeria International Airshow, which he successfully hosted, marking a milestone for the sector and set to occur biennially. The centennial celebration of Nigerian aviation in late 2025 featured awards and highlighted the industry’s resilience, with Keyamo praising pioneers and regulators. Additional recognitions include Aviation Personality of the Year at the NIGAV Awards.
